# Third-party components in NETELEGA Connect 0.1.3 NETELEGA Connect is an independent application. It is not made or endorsed by The Tor Project or Google. Tor and Gemini names are used to identify compatible third-party software. Gemini is not included in this installer. ## Tor Expert Bundle 16.0 / Tor 0.4.9.15 Unmodified Tor binaries and geographic data come from the official Tor Expert Bundle 16.0 for Windows x86_64 and i686: - https://dist.torproject.org/torbrowser/16.0/tor-expert-bundle-windows-x86_64-16.0.tar.gz - https://dist.torproject.org/torbrowser/16.0/tor-expert-bundle-windows-i686-16.0.tar.gz - Official checksum list: https://dist.torproject.org/torbrowser/16.0/sha256sums-signed-build.txt Archive SHA256 values were checked against that official HTTPS list. The detached signature was retained but was not verified with GPG in this build environment. No Authenticode signature for the included tor.exe is claimed. Tor core is distributed under the 3-clause BSD license. The specific bundled executables report that they are covered by GNU GPL version 3 because their build enables the Equi-X / HashX proof-of-work libraries. Full Tor, GPL-3.0 and LGPL-3.0 license texts are included under `third_party/licenses`. Tor and its embedded code retain their original copyright notices. The exact Tor source release, and the Tor Browser build recipes that produced Expert Bundle 16.0, are included under `third_party/sources`: - `tor-0.4.9.15.tar.gz`: https://dist.torproject.org/tor-0.4.9.15.tar.gz - `tor-browser-build-tbb-16.0-build1.tar.gz`: https://gitlab.torproject.org/tpo/applications/tor-browser-build/-/archive/tbb-16.0-build1/tor-browser-build-tbb-16.0-build1.tar.gz The bundled recipes document `--enable-gpl`, static OpenSSL/libevent/zlib linkage and the Windows cross-build. No changes to Tor source or binary have been made by NETELEGA. ## Statically linked dependencies of Tor The bundled Tor executables report these library versions. Their corresponding source archives and original notices are included: - OpenSSL 3.5.9, Apache License 2.0: https://github.com/openssl/openssl/releases/download/openssl-3.5.9/openssl-3.5.9.tar.gz - libevent 2.1.13-stable, BSD-style licenses: https://github.com/libevent/libevent/archive/refs/tags/release-2.1.13-stable.tar.gz - zlib 1.3.2, zlib license: https://github.com/madler/zlib/archive/refs/tags/v1.3.2.tar.gz This product includes software developed by the OpenSSL Project for use in the OpenSSL Toolkit. Full original bundled notices for Tor, OpenSSL, libevent and zlib are in `third_party/licenses` and `tor/licenses`. ## Geographic data ## Lyrebird 0.9.0 / pluggable transports The unchanged `lyrebird.exe` from the same official Expert Bundle 16.0 archives is now included for Windows x64 and x86. It supplies the Snowflake and meek_lite clients managed by Tor; no volunteer/relay proxy is enabled. SHA256: x64 `6A8F58E82A39510F144BBEF5815ECE0762C8A632375DA810E9D803D610622201`; x86 `EFE97D3539447209AD2D5A32F8CA11048C765484F20E779B344634F5509647EE`. The upstream bundle's complete `lyrebird.txt` component notices and GPL text remain in `third_party/licenses`. Lyrebird contains GPL-covered components; it must not be described as an all-MIT library. The exact Lyrebird 0.9.0 source archive accompanies the installer in `third_party/sources/lyrebird-0.9.0.tar.gz`, along with the already included Tor Browser build recipes and its pinned Go-module manifest/checksums. Source: https://gitlab.torproject.org/tpo/anti-censorship/pluggable-transports/lyrebird/-/archive/lyrebird-0.9.0/lyrebird-lyrebird-0.9.0.tar.gz . ## Geographic data (continued) The unmodified geoip / geoip6 text data supplied by Tor was generated from the IPFire Location database on 28 October 2026. Its headers identify the IPFire Project and CC BY-SA 4.0 license. Original attribution headers are retained. A copy of that license is included under `third_party/licenses/CC-BY-SA-4.0.txt`. Database source: https://location.ipfire.org/ . Conversion utility: the included Tor source at `scripts/maint/geoip/geoip-db-tool`. ## Installer The installer is built with NSIS 3.04. NSIS is a separate build tool and is not installed on the user's computer. NSIS uses the zlib/libpng license and contains third-party components; its distribution license is included in `third_party/licenses/NSIS-COPYING.txt`. ## Platform scope The installer selects an x64 payload on AMD64 Windows and an x86 payload on x86 or ARM64 Windows. Tor does not publish a native Windows ARM64 Expert Bundle in version 16.0. The x86 payload uses Windows' user-mode compatibility support on ARM64; native ARM64 performance or hardware testing is not claimed. No kernel driver is included.
